In eccordancea with telegraphic euthorith. ae
from you sometime ago, Special Agent Frank 5S. Smith hae been in-
vestigating certain Perjury cases growing out of the Osage Murder
cases, The purpose of our investigation is not only to develop -
evidence of perjury on the part. of certain witnesses in the above
mentioned cases, but also to develop evidence of subornation of
perjury on the part of one or more attorneys who represented Hale
and Ramsey,

ir. Smith informs me that his investigation has
reached the point wherein he believes it. now advisable to interview
at the United States Penitentiary, Leavenworth, Kansas, John Ramsey,
in an effort to develop from him the part played by those who c¢on- =.
ceived the idea of introducing false testimony in behalf of Hale -
and Ramsey, It is the belief of the Agents who worked on the Osage
cases that after Ramsey had been confined at the Penitentiary for a
time he would be inclined to talk regarding his _Brawledge of these
matters, -

It may be that Ramsey has not been confined a suffi-
cient length of time to-get inte the mood to talk, therefore, it
eccurred to me it might be advisable to communicate with hr. White
at the institution and have him sound Ramsey out before authorizing
Smith to make the proposed trip; on the other hand, such action >
might be the means of closing the door to this information, in ths af
between the time of White's talk with Ramsay and Smith's arrival, ©
Ramsey would have opportunity for reflection and decide not to say NG:
