Procedural Changes Related to the Audit of National Security Letters: This DOJ IG audit of the use of NSLs, which began in January of 2006, will require the cooperation of the FBI. Congress’ goal in this audit is to obtain detail on the specific functions and characteristics of NSLs and an analysis of the necessity of this national security investigative tool. As with DOJ 1G’s audit of the FISA Business Record authority, the FBI’s Inspection Division will be the primary point of contact for the DOJ IG (per established procedures).
