The 1942 report of the Sub-committee
Relative to the Public Education System of the City
of New York, New York, New York States legislature,
(Rapp-Coudert Committee) page 178, states as follows
concerning the TU:
"The history Se the Communist movement
in the New York City school system is primarily the
history cf the so~called Teachers Union of the City
of New York, formerly Local 5 of the American Federa-
tion of Teachers, a national trade union affillated
with the American Federation of Labor and of its
subsidiary, the College Teachers Union, formerly
Local 537 of the American Federation of Teachers,
which was founded by Local 5 in 1938, In the
following pases we trace machinations of the Communists
in Localé 5 and 537, showing how they began in
Local 5 in a small way in the 1920's, grew,
precipitated internal strife within the organization
and finally brought affairs to such a pass that the
founders and leaders of the union could tolerate the
situation no longer end withdrew in 1935, leaving the
Communists in complete -ecntrol, LA -
