The reason that these nen, fron that area, have that type of powet is because inerica has a seniority systex., oni these who have that seniority hava been there longer than anyone elise because the black people in the areas where they live can't vote, «and it is only because the black nan is deprive? of his vote that puta these men in positions of power, thet gives then such influence in the governnent beyoné their actual intellectual or politicel ability, or even beyond the mumber of people frou the areas that they represent. So wa kave - fe can see in that country that no natter what the Feieral ficvernment professes to be doing, the power of the Federal Govermnent lies in these comcittees; and anytine ea black man, or arv find of legislation is proposed to benefit the black nan or give the black ran his just due, we fict that it's locked up in these sonnittees right here, ani whan they let seething through the committee, wually it is so trapped up and fixe up that by the tine it becomes law, it's a law that — Gan't be eifucced, Another oxzanple is the Suprenc Court's desepresntive decision thet was handed down in 1954, This is o law; and this law-they have not been able to irvienent this lav in New York City, or in Boston, or in Cleveland, ov Cnioago, or the northern cities.
