CREGAR UNSUB: LOUIS ALLEN - VICTIM CIVIL RIGHTS MATTER ' On February 3, 1964, Mr. Howard Rogerson, Acting Ca Director, CCR, furnished the Liaison Agent the following: (1) Affidavit signed by Louis Allen dated July 31, 1962. (2) A copy of handwritten notes prepared. ‘Mrs William H. Downs: and Tir, .Jack-Fo.Govan; . Staff Attorneys for the CCR, reflecting an ae interview of Louis Allen. if (3) An intra-agency memorandum dated August 29, . 1962, prepared by Downs and Govaii covering their investigation of the shooting of Herbert Lee, which includes the interview of victim. According to Mr. Rogerson, records of the CCR indicate victim never testified before a CCR hearing or before a hearing of the Mississippi State Advisory Committee. In furnishing this information to the Bureau, Nr.
