The City of Austin Office of Emergency Management
coordinated, established a communication plan, complete with

utilized their our radio communication nets and since a local law
enforcement office and/or JTTF TFO were embedded with federal
agencies, a link to Austin communication net was established.
Since all JHAT members utilized different radio systems,
JHAT members recommended setting up a radio communication net for
only JHAT operations and not to rely on cellular communication.
The JHAT did not encounter any cellular communication issues, but
felt that relying on cellular communication during an actual
incident, could be problematic.
