EXTORTION ; —
‘Earlier today I spoke with E. Lamar Sledge in the Department
and reviewed with him the facts of this matter. I told Sledge tng in view
of the subject's extensive letterwriting activities, the obscenities used,
and the obvious sexual unbalance of the subj ect, the Bureau felt strongly
that Livezly should be picked up and taken out of circulation, Sledge said
that after looking over the letters subject wrote he agreed and that he would
contact AUSA Horowitz in Newark and attempt to convince him that process
should be filed,
At 5:50 p.m., tonight, Sledge called back and stated that he had
just been in touch with AUSA Horowitz and that Horowitz and the U.S.
Attorney aré both in agreement that subject should not be arrested, They
feel that a.criminal arrest is not the answer, Sledge said that Horowitz
was still reviewing the matter and wanted to explore other avenues to have
the subject committed, He said that he would be able to furnish an answer
by next Tuesday morning, ‘

prime suspect in any sexual crime committed such as child molesting, etc.,
and that the Government would be derelict in not taking all action to remove
this menace from circulation. Sledge was noncommittal but stated that he
did not see any reason why this matter could not wait until next Tuesday. ~
I told him that if he did not see any urgency to this matter, it would do me
no good to again review the facts in this case to him and that under the
circumstances, I was going to call our Philadelphia Office to see if the
U.S. -Attorney there feels that prosecution should be entettained,
