Reference ig mado to my letter dated June 11, 1970,
in this ratter which requested an early decision as to whother
prosecutive action waa yvarranted concorning cortain subjects
involved in the destruction of tha Reserve Offiecers' Training
Corps building at Kent State Univorsity Mey 2, 1970,
A representative of this Buronsu attended a meoting
at Ravenna, Ohio, on June 25, 1970, with Mr. Jerris Leonard,
colatant Attorney General, Civil Rights Division, who advised
ths at he had reauecsted this’ meeting on your specific instruction,
Those attonding the moeting also included representatives of tho
Portowro County, Ghio, Prosecutor's Office and the Ohio State
Wiehway Patrol.
My. Leonard pointed out that it had always beon thao
policy of the Department of Justice in situations of this typo
to defer to state authorities in licu of Fedoral prosecution,
He advised that it had been decided to turn over to the Portare
County, Ghio, Prosecutor's Office all evidence and information
relativg to the invostigations of incidents at Kent State
University betwoen Mny 1, 1970, and May 4, 1970. Nr, Ronald J
Kane, Prosecutor, Portage County, Ohio, assurel Mr, Leonard
that he would virerously pursue the evidence and information
recoived and secure prosecution avainst any individual who
has violated state lnws in connection with tho above inciden
