Ctise A commission was presented to the Agents besring seal of the —
Ue Se Marshal at Kansas City and signed by Asa W. Butler, reading as
follows: "February 2, 1934, Kanma City, Missourla JI hereby certify .‘
that under orders of the Attormey General, Weshingtm, D. Ce, I have _
this day appointed (Andersen and Trainor indiyidually mentioned in: ra
each camission) a Special Field Deputy U. S Marahe)e. fo te Western .

Mr. Butler desired that a bond be furnished and insisted ‘thet
action be taken toward the iasuance of auch bond before he would agree
to follow the instructions of the Attorney General with reference to
tasuing these special conmissionse acting Special agent in Charge -
Spear informed Mr. Butler that he would have to seek the advice of the
Division regarding this and after conferring at length with Mre .
Butler a telegram was sent to the Division requesting that the General .
Agent of the Department of Justice, Washington, D. Ce, be consulted :
as to the necessity for thé bonds, The commissions were handed to <- -

Informant F personally appeared at the mailing window of the >
01d Post Office Building at Kanaas City, Missouri, on the morning of
February 2né at nine o'clock where he was met by appointment by ..
Agent Traincre No words were spoken, but he deposited a letter in en
envelope on the ledge which Agent Trainor secured without notice to
anyones. The letter, ghen opened, indicated the name of the formerly
unknown Italian as JoeNolose,. The address of the Italian was given
as 2100 East 18th Street. It also stated in the letter of informant F
that he would secure the further personal data and would report it to
the Agents at 5 PeM., February 2nde
4s soon aa this information was secured Mr. Clegg in the -
Division was telephonically notified and a canplaint and warrant were
written in the Kansas City office charging the Italian as John Doe
