I called his atten- tion to the publicity in the newspapers and the general attacks op the rolice Department at that time and informed him that the presence of Chief Hizzins on the same progrem with me might lead the putlic to believe thet the Federal Government was defending the Kansas City, Missouri, Police Department, and as a matter of fact, insofar as the public was concerned, we desired to maintain neutrality. The secratary then advised that he was arere of my position, and, accordingly, Chief Higgins would not be invited. ] believe this tras the only preper attitude that I could assime under the circumstances. You may be interested to know that Sheriff Thomas Eash has recently, almost weekly, been making addresses to luncheon clubs in Kansas City, Missouri. On each of these oc- casions, without making any remarks rezarding the Kansas City, vissouri, Police Department, he has made cormendatory remarks re- gerding the unusual ccoperation which he has received from the Division of Investigation, U.
