Mr. Conroy telephoned this morning to state that all arrange~ ments have been made to take the witnesses in the Kansas City massacre case to the Leavenvorth Penitentiery about one o'clock today, tut the Deputy Varden at the penitentiary edvised thet Mr. Sanford Bates has issued orders that GeorgeXelly should be heldincommunicado at all times and will have to have instructions from Mr. Bates before he will allow the witnesses to see Kelly.
