MEXDRANDUM FOR THE DIRECTOR.
Mr. Fay talked to the writer on the telephone steping that the case of -
Vernon C. Miller, et 61, (Frank Nash Case), the ballisticg/expert atpgehed to the New:
York Police Department has asked that one of the several ete andXcartridges that .
were undoubtedly found at the station be forwarded to New York in order that they may ;
be compared with the machine guna which have been or may be found among criminals in ;
the greater New York area. It is stated that this man receives bullets or guns fron .
a large section of the country around New York. I suggested to Mr. Fay that phote- ;
graphs might be used for this purpose but he states that an original bullet ie re- t
quested.
Since the above the letter of the Kansas City Office, dated September 21,
1933, enclosing photographs of bullets and shells prepared by Merle 4. Gill, ballistics
expert at Kaneas City, has been received. It is proposed in thia letter to circulate
to each office a sufficient aupply of a photographic exhibit to enable ballistics
experts in each commmnity to compare with machine gun slugs, thus attempting to dis-
covgr the whereabouts of the machine gun used in the killings.
I have examined the photographs prepared at Kansas City and believe it is
extremely desirable to mke some arrangement so that the Division my ascertain shen
a machine gun ie found or ie used whether it ean be identified, ever conditionally as
‘the one used at Kansea City. I am not sure that the photographs prepared by Mr. Gill
are the best that could be made for this purpose, but they do show certain prominent .
characteristice which are probably individual to fhie gun. At any rate they might serve
to cause a police department to suspect a certain weapon, then further tests could be

eriminately with this information will not release some of the detailed characteristics:

present time there is a good chance of ite being found sooner or later and identified. +
This will depend, of courses, on the man but the Kaness City Office requeste a list be ™
pared by the field offices in an effort to be exhaustive. There is no meane of
ascertaining the relative integrity or ability of these names. TI am enclosing a list
of all those included on the ballistics ecards,
