MOEMORANDOW FOR MR, JOSEPH B, KEEN, Migs 2 : : SPECIAL ASSISTANT $0 THE ATIONNEY GENERAL, _ es . i ay ‘ . 2 . ws et - -oh ar I as attaching hereto a copy of « report prepared by Special ; ;- Agent §, F. Trainor, of the Kansas City offiee of the Division, under ' date of august 14, constituting « resuas of the facts concerning the at implication of Harvey Jr Bailey with the machine gun attack upes, and murder of, Bpeciel Agent B, J. Caffrey, of this Diviaicn, end three - police officers at Kansas City on June 17, 1933. I directed that this z report be prepared in order that the Bepartment would be furnished with . the evidence avalleble to bring about the prosecution of Harvay J. Bailey, —_ who was recently captured by Agente of this Divialon in north Teme in . oonnection with the Urechel kidnaping case, for these murders at Kanses Ci * . t I believe thst in connection with the prosecution of Biiley, @ * representative of the Depertaent should be asalgned to cooperate with the authorities of the State of Missourl. You ean be asgured, ef — course, thet every facility of this Diviaicn uill be at the service ‘ of such a representative and, of course, the service of the State = of Migscuri in connection with thie prosecution. re . Bailey, as you know, is nov held at Dalles, ‘Texas, having been apprehended in @ house south of Paradise, Aexas, which hed been used as the place of confinenemt of Charles Fr Urechel, of Oklahome City, who had been kidnaped. It will be necessary to extradite Bailey fron ,~ the Btate of Texas to the State of Missouri end there may be sericus . difficulties encountered in connection with hie trensportation between ‘ an these states. Also I think that the state authorities would welcome the asaistance of representatives of thie Department in the trial of Bailey on a charge of aurder, In view of the fact that the Special | Agent of this Division and the police officers who were killed were - engaged in transporting « Federal prisoner to the penitentiary at Leaven- ‘ worth it would seem that the Federal Government would be fully justified _— in assisting the state in every possible way in the prosecution of Balley ' and of such ethers of the seabers of the gang who are Ne ye eR a ee ae ca om, a7 4 em. 7 ; Very truly yours,” 2 —_ tT ea Then i.
