I am of the opinion that a blue slip
cannot be submitted on an item unless the same has previously been
paid. :
I am writing for advice from the Bureau as to how thie matter
should be handled.
I migtt add that representatives of . =
the Telephone Company have indicated that if deemed advisable, ar-
rangements could be made that the bill would be marked *paid," and “
cherged to the account of Special Agent in Charge R. E. Vetterli, _
personally, in order thst a blue slip could be then hubmitted indi- re
ceting the item as having been already paid. .
Of course, under the
latter arrangement, Mr. Vettcrli would be held personally for the
payment of the bill.

If some other methed is deemed more « CS
appropriate, please advise, returning the attached bills to this ‘
