In October, 1940, Kennedy returned to the United Stetes,
and in Wovember submitted his resignation, wh ich was not
imnedictely accepted. on Jonuary 43, 1941, John O'Donnell, anti-
Roosevelt ond antt-Britieh columnist, charged thot Ambassador
“Kennedy wos ready to attack the administrotion but was being
mugzied by Roosevelt's fa ilure to release hin from his Ambossador-
ship. At about thie tine, Kennedy's report to the President,
submitted prior to his resignation, but suppressed by the
administration, began to leak out. It briefly indicated that in
Kennedy's opinion democracy was finished in Great Britian and that

Bureau files indicate that Tennedy's appeasenent
_ sentiments were shared by two of his sone. On December 17, 1940,
the Associated Press reported that G@ group of Harvard students
had announced @ new peace group, the Harvard Commi ttee Against
Military Intervention tn Furope, and listed Joseph P. Kennedy, Jr.,
