Yesterday, I saw the forrocr American Ambassador to
Great Britain, Mr. Joseph PC Seonpady . _ 5r,, who has recently
boon named aa a member of tua President's Board of Conaulrante
_on Foreign Intelligence Activities.
Mr. Kennedy stated that he wirhed to just discuse with
me gonerally the over-all picture concerning this matter and some
of tha ideas which he had in mind, Ho stated he found at the first
meating hold of this Board that there had been no definite program
or plan set up a8 to how the Board would function. The Board has
practically no staff and Mr. Kennedy esid he, therefore, felt that the
fing to do ves to find out from CLA and the other agencies ongaged
in foreiysn intelligence activities what same of tnsir probleme wers
and then have theae problesis assigned to individual membera of the
Board to atudy asd come up with recomn.endatians for 4 solution.
He etated he had indicated at the first meeting that if the Board
intended to do « therouch and camelate job, all thea Board members

time fob until it wae completed. Thie did not meet with the approval fo
of the other members. Mr. Kennedy stated, therefore, during the ie
last several daya he has had coaforances with CIA and has tahen ower »
the analysia of cne preblem, namely, that of duplication of coverage .
abroad by the Military, CIA and the Ststo Depertment. He balieves
he bas not only obtsined the necesssry facta, but hos a eclution for
the aame which he intends to explore during his present visit in
Washington with representatives of the three agencies mentioned,
Mr. Konnedy stetod that this was the caly procedures he believed could
be fallowed if there waa nct going to be full time given by the Commission
ao a whole over a period of same months. ;
