. United Stctes. Kennedy quit benking in 1917 ond subsequently worked ©
with the Bethlehen Shipbuilding Corporation, spent a number of years
producing motion pictures and for several years speculcted ertensively
in the stock nortet. In 1934 Kennedy was oppointed head of the
Securities end Exchange Comnisston but resionec from that position
in 1955, He wos Anbdassodor to Engiand fron i337 to i220, in 1554
Kennedy servec on the Hoover Conaission which mode a survey of various
Government bureaus together with recomnendctions for reorganization.
In February, 1955, the White House requested a name check concerning
Kennedy, stating that he was being considered for appointment to the
Presicent’s Corrnitssion on Yeterons Pensions.

Bufiles refiect no conviete investigation concerning Lennedy;
however, tn Lfay, 1951, a limited inguiry was requested by the Depart~-
ment of Justice concerning an allegation that Fennedy, then owner of
Merchandise Hort Building in Chicago, Illinois, gave $100,900 for
rezaval of Government offices from the building. The conplatnant
clained that the.allegation wos received by him from o friend, who when
contacted by the Bureau, denied furnishing the allegation. The inquiry
was closed on 6-?-51 at the request of the Department since no specific
facts were deucloped. (58-2402)

James Roosevelt traveled to England just prior to the repeal of pro-
hibition and secured exclusive U.S. Liguor rights from the company
which controlled almost the entire Scotch whtsxey outout tn England.
Que to pressure from U,S. liquor interests, Jumes Koosevelt allegedly
tronsferred these contacts to Kennedy who was reportecly appointed
Anbassador to Encland so he could handie the contacts. It wos further —
