; «t Factor advised that his application for pardon after completion of
sentence‘is pending with the Government. Factor, of course, is well known to
the Bureau. Bureau files indicate that we investigated his application for pardon
in 1956 and again .in 1959* .On both occasions his application was denied. In
1960, the Pardon Attorney of the Department again requested Factor's applica-
tion for pardon investigation be brought up to date, which was done. The files
do not show any subsequent action or requests by the current administration for
any further investigation. oo

- Factor indicated that while the President was in California prior to
Christmas, his, Factor's, application for pardon was discussed with the President
by Governor Brown. Factor is a friend of Governor Brown's, and also is apparentl
very close to the Democratic Party. Factor claimed the President indicated they
might give Factor his pardon as a Christmas present, However, apparently
nothing occurred and Factor claims that he recently was in Washington, D. C.,
lIking with Departmental officials. He stated these officials told him to recontact
them subsequent to February 15, 1962, concerning his application. Factor indicate
the Administration is concerned as to whether any action taken by them might be
considered as paying off a political debt since Factor contributed heavily to the
Presidential campaign.
Factor also indicated that en route back to California from Washington,
D. C., he stopped over in Oklahoma where he talked to a newspaper publisher (not
| named). This publisher allegedly told Factor that Attorney General Robert 2.
Kennedy would be leavingthis position in the near future to be assigned as an aide
to the President. Further, the present Governor of Oklahoma would be named as
