is regrettably found among public officials, not only in
this country but abroad. While this court is not prepared

not simply a "sporadic, isolated criminal incident". Like
drug offenses, bribery is difficult to detect. Both are
"yictimless crimes" in the sense that no one with knowledge |

ty to law enforcement officials:
Moreover, with bribery, nothing more is required
than the quick passing of money in. return for a promise
of performance by the public official of an act that appears
to be an appropriate part of his public duties. With drug
deals, at least one part of the transaction is clearly
illegal -- the contraband. With bribery, both parts of -
the transaction are apparently legitimate: (1) money and
