Inammoh as the Alston matter is apparently entirely separate

it would be worthwhile to go into that matter at all unless the Departaant
is prepared to request a complete investigation of the matter along lines
similar to thom involved in the instant investigation. Accordingly, no in-
vestigation of that matter is being underteken by this offigg, However, in
the event investigation of the instant matter reveals thet played some
part therein, an investigation of hia part in the instant matte will be made
in due course.
Reference is made to Memorandum No. 1 dated August 19, 1945, signed
by Wendell Berge, Assistant Attorney General, in which it is requested that
the principal Progressive Mine operators be interviewed to determine whether
U.M.W. officials have made proposals to them of interest to this investiga-
tion. It is possible that inquiries along this line will result in inform-
tion indicating that mines which have been operated under Progressive con-
tracts have switched to U.M.W. contracts under conditions which would indicate
a possibility of collusion between U.M.W. officials and mine operstors.
The details of such incidents as may arise will be furnished to
the Bureeu inmediately by letter. However, it is pointed out that the com-
pleted investigation of such incidents of that nature that may arise wuld
probably require additions] time inasmuch a# it could be presumed that the
facts surrounding each transaction of this nature would be at least as com
plicated as the facts surrounding the instant inquiry.
It is noted that a good many of the investigative suggestions which
have been submitted by the Department seem to imply that the Dopertment
