CIVIL RIGHTS AND DOMESTIC VIOLENCE
In accordance with your instructions I conferred with Mr. Carusi on the
morning of July 29, 1943, with reference to the investigation pre-
viously requested by the Attorney General in connection with the above-
entitled case. I suggested to Mn Carust that tt was the Bureau's
opinion that this matter was one which should be and could be properly
handled more advantagedusly by @ grand jury tnqutry. J pointed out to
