in Excess of Actual Maintenance Costs. ,

definite proof ef the extent to which payments received by Elshoff
were in excess of the actual maintenance costs ef the mine. It is
. desired that the investigation establigh as accurately an possible
‘the disparity between the two mms. It is necessary to know also
the axtent to shich the United Mine Workers officials were aware
that the paynents were in excess of costs. In this conection the
profits which Elshoff wes receiving from his brokerage operation
during the shut-down should be investigated and taken into account.
VI. Investigation of the Mine "A" Transaction,
It ie known that in the fall of 1941, after Elshoff had
wigned the closed-shop contract with U.M.W. in March, 1941, U.M.W.
advanced Elshoff $60,000 in order to enable him to get control of
Mine "A", Wine "A", organised by the Progressives, wee adjacent to
Mine "B" and could be mined through a subterranean passage from
Mine *B*. It is believed that Elahoff's control of this mine, in
cooperation with U.M.W., successfully broke the Progressive union

VII. Investigation of the "Panther Creek" Project.
ae: a letter dated July 6, 1942, fram Elshoff to
Robart C. Solomon, President of the Panther Creek Mines, Springfield,
Dliinois. This mine is organised and controlled by the Progressive
union, It will be noted that Elshoff indicates that the possibility
that he may be able to buy control of this mine, and makes the
significant statenent, “I might say now, there is no objection to
advancing the $400,000 as outlined.” It is believed that Elshoff has
no other source from which to obtain such a sum of money, unless fran
U.MeWe It is believed also that understandings have been reached
between Elshoff and U.M.W. that this money will be forthcoming. This
appears to be another step in the plan of the U.M.¥. to use Elshoff
as @ pawn in attacking the Progressives throughout Tilinois. It is
desired, therefore, that the oiroumstances surrounding this matter
be thoroughly investigated,
