Bat the U. S. Information Agency. I told him that under those circum- -
stances we.would indicate on Chancellor's form that there was no subversive information
and'that the U. S. Information Agency would have to contact the White House for further
information concerning his file. Watson stated that this matter would of course clean
up the entire case inasmuch as Marks, the Director, would tell the
that he was not going to.need this file.
OBSERVATIONS: “It is commonplace for the White House to withhold files from Federal
agencies, particularly when there are derogatory facts contained in such files. The
Kennedy administration did this in many instances, particularly
and others. Usually when such files are
‘withheld, immediately suspicion is aroused by the very fact that:the employing agency
is not allowed to peruse the file. This may have happened in‘this particular instance,
