Fithout this essential condition an Internationa] Court of Justice,
pe matter how powerful or impartial as between nations it might ‘be, would not
suffice to secure a permanent peace, because it would not ebolish the innumerable
causes of conflict thet sre eonstantly springing from imperialistic rivalries. .
Whatever may be the form of this international government it must
not become either sutocratic or tyrennical, but must alweys remein,ss must
the international governments ; under democratic sontrol. the disadvantages of
Bureaucracy ould be minimised or even aeoided by e frequent aelection of eompet-
ent and active wen‘end by the possibility of the frequent reoeli of representes
tives and officers. ;
