Re: Recognition of the Director's 47th Anniversary ...
Becker stated that he and Congressman Slack are aware of the
Director's high principles and know that he would not consider documenting
such material while he is in office and they were thinking if at such time as
the Director may decide to leave the Bureau some provision should be made
by the Congress for him to be designated as perhaps Director Emeritus and
given funds for a staff, office space and the like, and access to whatever
materials he needed to develop his memoirs which would contain material
which the Director is now precluded from giving the public the benefit of.

It was pointed out to Becker that the Director on numerous occa-
sions has indicated he has no intention of retiring or leaving the Bureau and
although I was sure the Director would appreciate the Congressman's interest
and the thought they are giving to recognizing the Director in this way, that
additionally there would be other factors that would have to be considered, such
as Statutes restricting the utilization of certain information coming into his
possession as a result of his position in the Bureau restricting dissemination
of certain types of information. Becker was quick to point out that neither he
'‘ nor Congressman Slack intended to imply or in any way indicate, that the
‘ Director should give any consideration to leaving his current post unless he
\ wanted to do so when and how it might suit him and not these freaky detractors
| that are peddling some of the garbage that they are concerning the Bureau and
\the Director.
Becker stated he would appreciate getting any indication he could
for the Congressman with regard to this matter and if we had any alternatives
to propose the Congressman would be appreciative of receiving them.
RECOMMENDATION:
It is recommended that Becker he advised that we appreciate the
thought, but decline the offer.
