Fe Most respected Mre President: A group of distinguished penologists and chiefs of police has approached you and solicited your authorization for conceding the decoration of the Aztec Eagle to Mr. Jom Edgar Hoover, the Director of the Federal Bureau of Investigation of the United States of North America, and they have requested a letter from me in support of this request.
