In this atmosphere the idea was born of reyuesting that you offer the Order of the Aztec tagle to ur. John kdyar Hoover for his outstanding services to the United Nations during the period of the World War and for the valuable cooperation which ne has viven in the post which he has held and for his activities in coordinatin: tne work of the Mexican and North American Police in the war against internaticnal delinyuencty and in anticipation of the delinquencies which will ve empnisized in the postwar period. This decoration which was founded by the Mexican Government in order to reward services of perscns who, like i'r. Hoover, have distinguished them zelves in the de"ense of humanity, is perhajs a stimulant and an honor for persons whose activities have been such that they merit this decoration.
