At the luncheon I was presented with copies of letters written by the various Heads of the Police Departments addressed to the-fresident of Mexico; These letters request him to confer upon the Director the highest honor whic can be given by the Mexican Government to a foreigner. This medal is called the AGUILA AZIcCA. It will be noted that -the letters, which are attached hereto, are from the following individuals: .
