It is understood and agreed that the sum tendered herewith is a voluntary, gratuitous contribution to said fund, which I understand is to be ad- | ministered in the following manner: . The Director of the Bureau will appoint a committee which shall consider all matters pertaining to the acquisition, safe keeping, ati ex- pending of said fund, which committee will recommend appropriate action to the Director of the Bureau in pertinent matters. The Chief Clerk of said Bureau shall receive all contributions and account for same to the Direotor. Upon the death of any Special Agent, the appointed committes #{11 consider the case and submit @ recommendation to the Director as tg ite - conclusions. Appropriate instructions will then be issued to the Chief: Clerk, directing him to pay to the designated beneficiary the sum of 65,000.
