MEMORANDUM TO THE BUREAU OF INVESTIGATION:
Attention Mr. J, B. Hoover,
Your memorandum of December 6, 1921, to which there was
attached copy of a memorandum dated October 27, 1921, has been re-
ceived.
The question here has te de with the turning ever ef cer-
tain property belemging te Georg Setuls ant Sar) Srichem 40 the Alien
Property Custodian, the property having been seized at Philadelphia
in 1917, prior to the declaration ef war, and now being held by you. ~~
Subdivision (eo) of Section 4 of the Trading uith the Eneny
Act provides: .
“any payment, conveyance, transfer, assignment, er de~-
livery er money sr property made to the Alien Preperty Ous-
¢edian hereunder shall be a full acquittance and discharge
fer all purposes of the obligation ef the persen meking the
~~ game to the extent of the sane.”
fhe above section is self-explanatory, and you are advise
that the Department ef Justice, even at this time, is seeking to en-
force demands made by the Alien Property Custodian fer the seizure of
enemy~ewned property; that while the Peace Resolution bas been passed
and pro-dated to take effect on July 2, 1921, there has been ng’ prey;
