’ With reference to the situatjon in Indianapolia yesterday, Mr.
-Taum read to Mr. Hoover the memorandum which he had-prepered for the
ttiorney General. Mr. Hoover advised Mr. Tamm to change the memorandum
to read "long established policy" instead of well established policy and
to include "long established policy laid down by the Department for the
Bureau", Mr. Hoover stated further to include"since that investigative
agency wes in full possession of all detail facts concerning the
defendant fugitive". Mr. doover asked Mr. Tamm to call Mr, Dowd
and inquire of him if anything has appeared in the Indianapolis vavers;
_ that if nothing has appeared in the sepers the memorandum should be sent
around to the Attorney General with his, Mr. Hoover's signature to it
and also marked "important and urgent"; that if there has anveared
anything, Dowd should contact Val olan and tell Nolan that he, Dowd Ce
has deen informed that Nolan fas made such a statement; that he,:Hr. Hoover yy
had made inguiry concerning it; that he, Mr. Hoover, wanted to know if ;
