Mr .Tamm atated that he not received any word from

necegeary. Mr. Tams advised me that he had contacted ‘Judge Holtsoff”.
and asked him if extradition proceedings could be considered. for a person
| charged with conspiracy who had never been in the. United States. ir. Tam
informed me that the Judge had advised him that a person can be extradited
only if 4f he committe 2 erime within the territorts! hounds of + the Wind ted .
States and then becomes a fugitive from justice by fleeing to another country.
Mr .Tamm asked me if I wanted the matter placed before Mr. McMahon. I advised
Mr. Tamm to write Mr.. McMahon a formal memorandum and-advise him that it is
imperative that we have his decision on the above mtter not later than the .
close of busineas today and to make reference to the memorandum which wes
sent to him the other day which contained the facts of the above case. 7
I asked Mr. Tama if Mr. McMahon had said anything more about ‘the
case. Mr. Tamm advised m tHat Mr. McMshon has not said anything more
“about it. Mr. Tamm advised me about the investigation in California about

partment. Mr. Tamm stated that My. Whitley had sent Agents Devereaux and Davis
to meet the’ rankeuber Oo was due to land this morning; that the
Rew York PoHice and about twenty newspaper men were also at the dock; but that
the Agents succeeded in landing the Frankenberg woman and taking her into
custody to the New York Office and thus evading the New York Poli#e and the news-
paper men. Mr.Tamm said that a teletype had been received from SAC Whitley
last night amivising that four seperate indictments had been returned agiinat
