Re: Statements to Press by kr. Guinane cated

I called lr.\Guinane in San Francisco this evening and advised-- nar
him of the article in the Washington papers which quoted him as saying
on behalf of the Federal Government, that a searching investigation
would be launched into reports that ‘yo unmarried girls were being
sterilized upon advice of county welfare bfficials.4 h¥. Guinane denied
making any such statement. He gdvised that the Grand Jury of Contra
Costa county were investigating {sterilization and eae that one of the
grand jurors called on him in effort to enlist the aid of the Bureau.
The juror was told that there was no evidence of a violation of the
shite Slave Traffic Act, so the Bureau could not go into it. Mr. Guinane
; stuted that the Grend Jury gave this informtion to the newspapers and
ates of the Examiner called to inquire if an investiration was to be
‘started. He was told that nothing could be done, but that if any
Gefinite indications arose that there was a violation of a Federal law,
it would be investigated. ir. Guinane stated he would get Yates to
verify just what was told him in his conversation with lr. Guinane.
Mr. Guinanse advised that 12. fleon, one of the grand jurors,
contacted him with respect.to procuri investigators to probe these
charges; that he was advised that the Bureau could do nothing and that
perhaps the State 2ureau could be of assistance, ir. Olson stated that

this was the in ed; just who he should see.
I inatructed ir. Guinane to forward a letter to the Bureau asa
soon as possible setting forth his oonversation with Yates; to forward
tonight a telegraphic summary of the above facts including the conversation
3 with Yates.
