Mr. Hoover stated that the Bureau has mot approached MrswCowley on the subject and r that he feels reluctant in doing such a thing. Mr.Moover instructed Mr. Quinn to advise Mr. Connelley to inform Mr. McMahon that Mrs. Cowley is mot in Washington, but some where in the far west; that if Mr. McMahon 4 . wants to get in touch with Mre. Bush answer"unquote, Mr. Quinn advised Mr. Hoover that - this individual is wanted for murder; that there is a reward totalling a three thousand dollars in the case. Mr. Quinn stated that he had pre- peared a telegram with Mr. Tolson's signature as follows: "In the absence ef Mr. Hoover desire to inform you that your telegram even date relative Merton Ward Goodrich Case referred to Mr. Justin Miller, Chairman, Attorney General's Advisory Committee on Crime for appropriate action®. ‘Mr. Hoover advised Mr, Quinn to sign the wire himself as Acting Director, and also suggested the following phraseology for a telegram; "In the ab- sence of Er. Hoover, regret that no action can be taken upon request. Doubt, however, if it would be possible to have such action taken or - mo similar precedent has been set etc.(or something along that line.) Mr. Hoover asked if Goodrich was the subject of a rape case in Detroit, and Mr. Quinn etated that he was. Mr. Hoover also asked if we had ang Federal charge against him and also whether the crime on which he was being held was before or after the Fugitive Act. Mr. Quinn atated that he wes not gure, -and would check up and find out, Mr. Hoover stated that if Goodrich is / violating any Federal statute, he, Mr. Quinn might advised the Chief of Batectives that we can not have-it done under the name of the Crime Commission, but it will be proper for him to state that this man is wanted
