what the purpose of such a contact was. Linquired of Mr. the
name of the individual under investigation. , He did not know. I inquifed
where the neighbor lived. He did not know, /I inquired what the Agent had
} said, namely, whether the neighbor was an applicant or the purpose. He
| did not know. I told hirn that I could not very well answer his inquiry
because an Agent ordinarily would explain why the investigation was being
made if it was an applicant, that this was a practice frequently followed not
— only in this country but in other countries. He stated that he guessed he
ae: was not familiar with these matters and was giad he called because he
