escertatn how an American agency could becone affiliated with the
IGFC. It was Voody's impression that the Treasury Depar tent ;
undoubtedly was giving consideration to the possibility of joining
the referenced Organization. He stated that he nad done some re-
search on his own and had ascertained that by statute the Attorney
General hed bern authorised to become a meuker of the ICPC ana as
a result, the FBI became connected with the Organizetion. tioody

with the reasons thereof,
In connection with this inquiry, Moody was referred to
the Congressional Record of July 9, LOPl, under the caption of
"Tytension of Remarks" of the MNonorable Homer Be Angell. These
Temarks included the quoted letters of the Director dsted July 6,
1951, to Rerresentative Ansell and to Mr. Wheeler FeKillen of the.
