ADDENDUM: ; By cab’egram dated September 1, 1950, which ts attached to the enclosed detatled memorandum, West furnished hia comments on what he considered to be the erroneous statementa in Louwage's letter to the Bureau. Some of West's comments are trrelevant since they are based upon the mistaken impreaston which West received when he was gtven only a hasty look at the letter by Duclouzre Fest's comments add nothing to the situation as set forth in the attached memorandum except that prior to the tssuance of the Czechoslovakian wanted circulars, the ICPC offictals promised to gtve him a list of the names 80 that he could call them to the } Bureau's attention in order that wanted notices would not be posted in the Bureau's files. Thts was not necessary as we plece wanted nottcea for the ICPC only at thetr specific request and not on the basis of wanted circulars alone.
