President Louwage wrote to the Director concerning ene
George H. Le Defarve, an tadtutdual in Belgium whe,
according toe Belgtan newspapers, clatmed to be an “expert
graduate” of the Internatienal Assoctation fer Identiti fi-
cation and "President for Belgtum™ and who was ealling
for experts in tdentificatien to attend the IAI Congress
to be held in Ottawa, Canada, tn July 24th. Louwage ad-
vised that the individual tn question was not considered
by Belgtan offictals as an expert and that he “does not
know the ABC of identification". President Louwage re-
quested that the officials of International Assoctation of
Identification be advised of this individual's status as
"expert". This incident ts an indicatien of Louwage's
realization that foretgn agenctes may not be aware eof the
technical qualtfications of so-called “ezperta", end of
the need for checking thetr qualificattons with the author-
tttes in their own countries. It ts of interest in view of
the derogatory Information available to the Bureau cen-
cerntng Goddard.
Louwage, Ducleur and Fepote have all dtsclained any
responsibility for the appointment of these indtviduals
without the Bureau's approval. When apprised of the facts
by West, Duclour tndicated his chagrin but apparently
Louwage has endeavored to smooth the matter over, indicat-
ing that Soderzan must have "misunderstood" the reply given
to him. It will be noted that he received no reply after
the cable he requested was sent to the Bureau, tnasmuch as
tt was not possible to reply to West's cable advising hin
that it did not appear that the Eureau's opinion had been
requested and that honorary positions are undestrable in
police assoctations and commissions prier te the tine West
had to leave the conference on other business. .
At the time the dectsion was reached to termtnate men~
bership in the ICPC, Feat was advised of the fact that
Goddard has been thoroughly dtecredited tn the field eof
Ballistics. He was told that it was not desired for hin te
furntsh that tnfornatien to ICPC effictals, however, tr view
of the fact that the Bureau's advice waa not sought ta
sufficient tine te tndicate an honest opinion regarditag
Goddard was destred. It was felt that any concrete tnfernma-
tion regarding Geddard which might be furnished to Duclous
and Nepote would be promptly passed on to Soderman and Geddard
which would probably result in fruttless charges and counter-
charges. Fest did let Duclour understand, however, that the
Buréau was very dissatisfied with the way the Commisaton had
handled these appointments. It further appears that thts
information has been passed on to Louwage by Duc loug 5
