In 1935, when Attorney General Homer S.Curntngs visited
Belgtum on his teur of Europe, the Bureau wrote Louwage
acviaing him of the Attorney General's pending viett te
Belgtum and hie interest in obtaining infermation about law
enforcement activities in Furope.s (62-28954-1; 62-28354-194)
In September 1937, a@ letter was sent to Louwage advising
him of Inspector Coffey's proposed visit to Furope and etating
that Mr. Coffey would call upon hime Louwage sent a very
cordial reply and was very helpful te Mr. Coffey during the
latter's stay tn Belgium. lLouwage took advantage ef hte
visit with Coffey to peint out that he was nost anzrieue for the
FBI to become a member of the International Criminal Pelice
Commtaston and that, tf the Bureau should become a nember,
he would, with the Director's consent, propose hia name for
a Vice-Presidenoy of the Connisston.

expressed to the Director his affirmation of the Director's
boek, "Persons in Hiding,g" which he believed that all law-

In May 1945, Leuwage, who was the Inspector General of
the Seourtty of State, furntshed former Spectal Agent Donald
ZL. Daughters, whe was then assigned te Parte, with a copy
of a chart of the German Police Service as it had been operattng
