West's wire adds nothing new te the sttuation set forth above aside fron the fact that prior to the tesuance ef the wanted notices for the Czechoslovakian Police, the ICPC officials promised to furnish West the list of the subjects’ names so that the Bureau's attention could be called to the nature of these circulars and wanted notices would not be placed against them in the Bureau's files. This, ef course, would not be necessary since the Bureau does not place wanted notices on file for the ICPC except on thetr specific re- quest. West further advised in connection with the appotataents of Goddard and Manning, that he has merely discussed the manner in - which these individuals were appotnted with Ducleuz and Fepote, and did not discuss the merits of the appotntees thernselves.
