Whelan tne Bureau has reviewed its position with the International Criminal Police Cconnission and reached the conclusion that the advantazes aceruing to tre Bureau from meabership in the Commission do not warrant the continued expenditura of 53000 a year for manbership dues. For your inforuwation, additional consideration hs been given to the fact that the ICPC has frequontiy failed to ec nsult the Bureau properly resardcing the participation of other Ancrican agencies and Anericen citizens in the activities of the Comission, and a few weeks avo ne Coumission, in e.lte of its statutes which specifically prohibit engaging in matters involving political, relicious, or racial questions, issued a series of wanted notices for the Czechoslovakian Govermnent indicating that extradition would bo requested by the Czech authorities for the ten individuals who escaped svou Czechoslovakia aboard Czech aircraft last March and landed in Allied eccupied Germany. These latter wanted notices were obviously politicel in niture in spite of the vaguely defined criminal charges laid against tho subjects. . In view of all of the above circumstances, the Bureau has decided to serminate its membership in the International Criminal Police Commission, effective December 31, 1950, when the paid-up membership expires. .tne ere his also been advised that the Burcau is terminating its liaison arran;enents botrcen the IcPC end the United Nations at the present tine in the -belief that tie Commission nay cesire to work out other arrangeacits imaediately.
