Otherwise, the subject could not be . extragited, even if located. I believe that if a treaty dces exist which pertains to the crime in questicn, that the Bur:au would have jurisdiction to investigate with a view of locating the subject in this ccuntry with the possible exception of narcotic, and counterfeiting violaticns, With this in mind, the Burvau should decide upon a policy as to whether or not it desires to investirate such cases «here we nave a lepal rirht to do so. This leral right, ef course, would depend upon the type of crime invoived, and whether | or net. a treaty exists. This question could be subnitted to the Criminal Division of the Department for a ruling. . ny In order for a wanted notice to be effective for other than rb yohit i} If it is decided that in cases where we have jurisdiction, the Bureau will investirate, I would recommend that correspcndence be had with the foreipn fovernment requiring then to follow the necessary steps and tnrough the prescribed channels in order to receive Bureau assistance. This would usually be done by huving a cipy of the warrant cubnitted throurh the foreipn rovernment's consul to its representative in Washingteny D.C.
