Conference to be held i: The Hague this summer regarding counterfeit
currency. The Federal “:serve Board has receivec an invitation to attend
this Conference and way :equested to submit specimens of forged currency for
The Hague exhibit spon:.rved by the’ ITCPC. Mr. Hammond's secretary advised
that they did not know whether tha SecFét Service or the Bureau had been
invited to this Conference or requested to submit exhibits. When advised
that the Eureau was in veceipt of such an invitation, she stated that ur.
Haue.ond would probably vant to discuss the matter today and, if so, he would
contact the Bureau by telephone.
It will be recalled that my memorandum of April 18 last recommended -
that the invitation fron J. A. Adler, Chief of the Documentation Service for
Counterfeits end Forgeries of The Hague Office of the ICPC te referred to tha
Training and Inspection Division for consideration of the desirability of the
Rureau's sending a representative to attend this Conference and that it be
subsequently returned to the Foreign Liaison Desk in orcar that a request for
submission of counterfeit and forgery specimens might be discussed with the
Secret Service inasmuch as the Euraau acts in a liaison capacity between the
ICFC and the other branches of the U.S. Government.
In view of the fact that the Bureau is the only U.S. membsr of the
ICPC and, as such, maintains contact with that organization for the other
branches of the U.S. Government, it is believed that we should be kept advised
of the invitations issued by the ICPC to other branches of this Government to
attend the various Conferences sponsored by that organization,
RECOMMENDATION s
There is attached a sugrested letter to the Bureau's Legal Attache
in Paris, France, requesting him to contact the ICPC and endeavor to make
arrangenents so that in the future he will be advised of any invitations to _
attend ICPC Conferences which may be issued to other branches of the U.S. fa
