At the Executive Conference on November 16, 1948, the following
being in attendance: Messrs. Ladd, Glavin, Tracy, Harbo, Mohr, Carlson, Nease=
Nichols, Clegg, Rosen and Fletcher, advice was furnished that the Secret
General of the International Crimina] Police Commission had informed the Jy

meetings of the/fnternational Critrinal Police Commission held at Prague in a om

fimctions of the committee on narcotics and also proposed the participation
of a representative of the United States Secret Service on the committee on
nounterfeiting, It was indicated that if arrangements could be perfected for
the Treasury Department to participate in the activities of the Commission
they would be asked to contribute financially to the support of the Commission,
Tt was noted that the Bureav at the present time has the only designated repre-
sentative of United States investigative agencies as a member of the International
Criminal Police Commission and that the Bureau expends the sum of $3,000 per year
to maintain this membership; that the Bureau serves as liaison between the
Commission and other investicative agencies within the United Etates. The problem
presented related to the desirability of registering objection to the proposals
tc invite representatives of the Treasury Department to participate in the
activities of the Commission,

The members of the Conference, with the exception of lir. Nease and
Mr. Harbo, were of the opinion that the Bureau should in a discreet manner advise
the Secretary General of the International Criminal Police Commission that the
Eureau in its present capacity is in a position to properly handle the relations --.
