It has furthermore been suggested that if the Bureau agrees to the above plan that the Durcau be prepared to automatically pasa on to the State Department any coded message received which is ooviously not in the Bureau code, If this is agreed to, the Embassy will make advance arrangements with the State Department communication canter as to what code, etc., will be used in such an emergency. In such a case the Qureau would act aimply as a reeeiving station for the State Department. Inasmuch as the I,C.P.C.'s offer to transmit coded messages to the Bureax from this office still stands, it is respectfully sugrested that the Barean give serious consideration to the Ambassador's recommendation, with which the writer concurs.
