DETAILS: The Internations] Crisinsl Police Commission had its beginning pricr to World her I wher it wes felt that 1t wes necessary to have cooperation anonz the ler eoforcement agencies in the world to curb the activity of internetionel criminals. Various conferences were held in Buenos Adres in 1905, in Madrid in 1909 and fh other European capitals. It was not until 1923 that the organizetion was actuelly founded wien Dr. Schcler, a former Austrian Chancellor and President cf the Viennese Pclice | Depertaent, brought representatives of warious European police depertzrents to Vienne to consider extracition of persons, et cetere. The Commission consisted of & Presidert (usually the President of tie Vienna Police Department), Vice President, permanent reccrders, ordinery recorders, ordinary and honorary pembers. [Ite expenses of the organizetion were borne by contributions from the warious member countries. The assessment wes made on the basis of one Swiss franc (ebout 25 cents) per 10,000 inhabitants of the country represented. In 1937 a meeting was held in London, England. The Bureau, through the Btate Department, received invitations from the Fritish Acbassador and from the Austrisn Hinister to attend. Former Inspector ¥. h. Drane Lester attended and upon his return to the United States, expressed the. opinion that the United States should secure a permanent place in this organization. Qn July~10, 1938, Congress appropriated @ sum not to exceed #1509 annu: lly to accept and maintain a menbership in the International Criminel Police Comnission, Dr. Osker Dressler, the Secretary General of the organization, commmicet with the Bureau on Janusry 25, 1939, concerning the Bu-eau's contribution towerd the general upkeep of the Commission and suggested that @ maximum contribution of £2503 by the United States be given. After en exchange of correspondence, it was egreed that the ennusl contribution of the United States would be $1500. ec During the summer of 1939, the Bureau received, through the State Depertment, a formel invitation on behalf of the Germen Government to perticiprte in & conference at berlin, G ar, ee ering, Germany tobe held from Aneuet 2bépftigamier 7 of tet yesr.
