Be oo 1987 MEETING IN LONDON
During April, 1937, the Bureau, through the State Depart-
ment, received an invitation from the British Ambassador and from
the Minister af Austria to send a ~epresentative to attend the
thirteenth meeting of the International Criminal fFolice Commission,
held in London, England, June 7 through June 10, 1937,
sets.
Former Inspector i’, H, Drane Lester was designated to
attend this meeting and while there he delivered an address entitied
Modern Trends in Criminology in the United States of America,"

Upo:. hts return to the United States, inspector Lester *
dictated a rather detailed memorandum concerning the occurrences
in London and his impressions of the Commission, Inspector Lester
expressed the opinion that the United States should seek a permanent
connection with this international organisation. While he stated

that he cid not feel the Bureau could derive much practical benefit
; from membership, he was strongly of the opinion that the contacts
; with foreton law enforcement would prove stimulating and helpful
and that we wovld invariably learn of new scientific developments,
etc. At the time the Director commented that the Bureau should
request the necessary sum for membership as a part of ovr appro-
priation unless the funds already permitted such-membership.

Under date of July 15, 1937, the Director communicated with
the Attorney General and mentioned an invitation received by the
Burean to become a permanent member of the Commission. The Director
| pointed out that he felt the destrability of accepting and said that

o Under date of November 1€, 1937, Judoe Holtzoff of the
Department advised that the appropriate phraseology had not been in-
eluded in the Justice appropriation.
ao On April 2, 1986, Judge Holtzoff advised the Bureau that
a the Bureau of the Budcet had cleared the matter and that bills
covering the FBI's membership in the Commission were going forward
at once to the House and to the Senate. ,
