Cn 12/19/h9, ZINN was reported to be one of a groun
of individuals wno had filed Fotice of Intention to file a
claim against the State of New York as a result of the "riots" at
Peekskill, New York, in August and September, 199.
In February, 1952 a neighbor of the subject advised
the New York Office that sne believed the subject to be a
Communist.
Information received on 6/12/53, indicated that the »
subject was possibly in contact with persons operating
in the Communist Party underrround.
HOUAKD ZINIT is a subject of the Security Index of the
New York Office,
PLAN CF APPROACH
It is contemolated that the residence of HO’TARD
ZTHN at 890 East 6th Street, New York City, will be vlaced
under discreet surveillance. When the subject is observed
leaving his residence alore, and when he is a discreet distance
from his vlace of residence, he will be contacted in a direct
manner by two agents assigned to the Security Informent Program.
The interview with ZINM will be conducted in accordance with
existing Bureau instructions pertaining to contacts under
this program.
Bureau authority is requested to contact HOARD
ZINY under the Security Informant Program.
