On August 20, 1948, I contacted Chief of Police C. FLOYD EDDINS of
the Birmingham Police Department, who is extremely cooperative and quite
friendly to this office and with me personally. Chief Eddins advised
during the conversation that he had been traveling a great desl with
EUGENE "BULL" CONHOR, the Police Camsissioner for the City of Birminghan,
and that they had been traveling all over the State, where Mr. Connor
was making speeches. He states that since the incident of the arrest
of Senator Glenn Taylor at Birmingham andi Bull Conor's activity as e
delegate to the Democratic National Convention, wherein Bull Connor
walked out, he has been in great demand as a speaker. -He further
related confidentially that Bull Comor was going te run for Governor
in 1949 in the event he runs a good race in the City Commissioners’
election, which will be held this year. Chief Eddins advised me that
Bull Comnor has gained quite a reputation as e government executive
and speech maker, emi there is always 4 very large crow! at the
gatherings where he makes a talk.
During the conversation vith Chief Fading, Bull, Connor appeared
in the Chief's office, at which time e 1 criminal. cases of mutual
interest were discussed. During the c Bull. Cermor stated
that he had read in the newspaper where wMallace was coming to
Birmingham to make a speech to a mixed aidiencé. “Bull Comor related mS
that he hoped that Hemry Wallace was not coming to Birmingham to cause San
trouble and stated he wished that he would not come to Birmingham at 4
all. He stated that it was a violation of a city ordinance for negroes Vo
‘and whites to gather together at a meeting, and that if Henry Wallace
came to Birmingham and violated a sity ordinance, he was going to see
hat he was arrested.
Bull Cannor further related that he heard the meeting was
going to be in a city park, and during the conversation he picked up
the telephone and called someone connected with the Park Board and
when permite are issued for use of the
