Ur. WALLACE opened his speech by stating thatainee Connecticut had

tica with the food situation in Europe. WALLACE advocated aid to Europe ani
recommended the passage of the bill for eight billion dollars to furnish this aid.

attempt to dictate the internal politics of any country in which the people wre
« WALLACE remarked that the MANSHALL Plen had appeared good to him at
first, but stated that the State Department with its policies had undermined this
Plan to such an extent that it was now valueless. WAILACE mentioned the fact
that the publicly announced formation of an international "clearing house for the
exchange of information" by the Communist parties of the countries of Eastern
Zurope had been branded a new Comintern by the press. WALLACE stated that it
was merely an indication to him of the split which haa developed between the
United States and Rusaia in thoir attempt to establish world pease, He made the
remark that this was merely a symptom of the aplit and not the cause.

preparing for war, He called upon the State Department of the United States to
issue a clear statement on the differences which exist between the United States
